 Teng Cheong Thye     

Chairman of Shenton Co.Ltd. 

Mr. Teng has had 18 years of experience in the fund management industry investing in the stock markets of the Asia-Pacific region, including Japan. He worked in the Government of Singapore Investment Corporation (GIC) as an equity portfolio manager from January 1995 to September 2012. Before he retired from GIC in September 2012, he was a Senior Vice President in the Equities Department. He has held senior positions such as:

  • Head, China equities investment team (April 2011 – Sept 2012)
  • Head, Taiwan equities investment team (April 2005 – April 2011)
  • Chief Representative GIC, Tokyo (June 2000 – April 2005)

Before joining GIC, Mr. Teng worked in the civil service as a member of the elite Administrative Service of the Singapore Government. While in the government, he held senior positions in the Ministry of Foreign Affairs from 1989 to 1995 such as First Secretary in the Singapore Embassy in Tokyo and Head of the Vietnam/Laos/Cambodia Division. Mr. Teng graduated with a Bachelor of Economics degree from Hitotsubashi University in Japan on a Singapore government scholarship. He is fluent in English, Mandarin and Japanese. He is married ,with two children.

Er Kwong Wah

Independent Director on the Boards of Several Public Companies

A Colombo Plan and Bank of Tokyo Scholar, Mr Er Kwong Wah obtained a first class honors degree in Electrical Engineering at the University of Toronto, Canada, in 1970 and an MBA from the Manchester Business School, University of Manchester in 1978.

Mr. Er Kwong Wah spent 27 years in the service of the Singapore Government. Whilst in the civil service, he served in various ministries such as the Ministry of Defense, the Public Service Commission, Ministry of Finance, Ministry of Education and the Ministry of Community Development. He held Permanent Secretary Position first with the Ministry of Education from 1987-1994 and then with the Ministry of Community Development until his retirement in 1998. After his retirement from the civil service, he was appointed Executive Chairman of Sembawang Maritime and Logistic Ltd till 2001 when he left to take up the position of Executive Director of East Asia Institute of Management (EASB), a leading private education institution in Singapore. He retired from EASB at the end of 2016.

As Permanent Secretary of Education, he was involved in the planning and development of three universities, four polytechnics, the Institute of Technical Education, numerous schools in Singapore and the Singapore International School in Hong Kong. Even after his retirement from the Singapore Civil Service, he was actively involved in the Education Sector as a Governor of United World College of South East Asia, and a Member, Board of Trustee of SIM University. He was a Member of the Board of Governor of Raffles Institution in Singapore.

At present, he sits as an independent director on the Boards of several public companies listed in Singapore and in Hong Kong. The public companies include COSCO Corporation (S) Ltd, CFM Holdings Ltd, GKE Corporation Ltd, China Sky Chemical Fiber Co Ltd, China Environment Ltd, and Success Dragon Ltd (listed in Hong Kong).

He is currently a District Councilor in Central Singapore Community Development Council. During his term in the Singapore Government Service, he held numerous additional appointments. These include

After his retirement from the Singapore Civil Service, he was invited to serve in several public and community organizations. These include

  • Vice-Chairman, Singapore–Sichuan Trade and Investment Committee

Whilst in the Civil Service, he was conferred the Public Administration Medal (Gold) in 1990. In 1991, he was conferred the Commandeur dans l’Ordre des Palmes Academiques by the Government of France. For his contributions in serving the community, he was conferred the Public Service Medal (2004) and the Public Service Star (2009) by the Government of Singapore. In 2013, he was a recipient of the Service to Education Award from the Ministry of Education, Singapore.

 Mr. U Sein Win     

Chairman of Top Audit

Executive Committee Member of Myanmar Institute of Certified Public Accountants 

U Sein Win used to be the financial controller of government departments in Myanmar. He first worked in the Ministry of Finance & Revenue from 1970 to 1975, where he scrutinised and vetted the budget of the oil and gas sector. From 1975 to 1997, he was posted to the Ministry of Mining, where he audited and controlled the financial operations of state-owned mining companies. His 22 years of service in the Ministry of Mining has afforded him invaluable knowledge of the mining sector in Myanmar.

His network of contacts in the mining sector is broad, deep and good. He has also developed contacts in other government agencies and private enterprises. After leaving the civil service in 1997, he started private practices to support both local and foreign companies in auditing, tax and financial advisory, preparing investment proposals and contracts, and negotiation with government departments and enterprises.

An example of his achievement is his role in the setting up of Myanmar-CNMC Nickel Co. Ltd, a JV between the Ministry of Mining and China Non-Ferrous Metal Co. He advised and handled all the paper works needed to set up this JV. In recognition of his contribution and ability, he has been appointed as a senior consultant to Myanmar-CNMC Nickel Co. Ltd.

 Prof S Gopinathan

In a career spanning over four decades, Prof S. Gopinathan has been extensively involved in Singapore’s education policy and practice planning, and in teacher education. He served as the Dean of the School of Education/ National Institute of Education, Singapore from 1994 – 2000 and was appointed Professor of Education in April 1999. He is presently an Adjunct Professor at the Lee Kuan Yew School of Public Policy, NUS. He is a founding member of the Singapore Education Research Association.

He has served as a consultant to the World Bank, Unesco, Unicef, the Commonwealth of Learning, the Hong Kong Institute of Education, the University Brunei Darussalam and the Aga Khan University Institute of Education (Pakistan). In the Middle East, he was Lead Consultant for the establishment of the Emirates College for Advanced Education in Abu Dhabi and the Bahrain Teachers College in Bahrain, and was a consultant to Tatweer in KSA. He also advised on the establishment of the Sampoerna School of Education in Indonesia, and is currently consultant to the Singapore International Schools Group in Indonesia.

His latest publications are Education and the Nation State, Routledge 2012 and Globalization and the Singapore Curriculum, Springer 2013.

Dr N Varaprasad

Dr Prasad has 38 years experience in higher education, equally split between polytechnic-level education and university education. He was the founding Principal/CEO of the highly innovative Temasek Polytechnic and Deputy President at the National University of Singapore. He later became CEO of the National Library Board for a further six years, overseeing the National Library and the network of public libraries in Singapore.

He was the first Director of Abu Dhabi Polytechnic and an Advisor to a government education agency in Abu Dhabi as well as to a consulting company in India on skills development. His extensive experience covers technical and higher education and management, as well as library management. He is concurrently Adjunct Professor at the National University of Singapore (NUS) and SIM University (UniSIM). He also has an Honorary DSc from the University of Portsmouth and an award of Merit from the Government of Vietnam.

He is the recipient of many awards from governments and professional societies, including the Singapore Public Administration Medal (Gold).

 Yee Jenn Jong

Mr Yee is an entrepreneur who has started and mentored several startups, most notable of which is ASKnLearn Pte Ltd, a leading Singapore’s technology-enabled education services provider that serviced over 300,000 learners yearly across Asia.

  • 25 years experience in education sector
  • Member of Singapore’s 12th Parliament.

Mr Yee was an OCBC Bank scholar and received his BSc (Hons) and MSc from the National University of Singapore and MBA (Banking & Finance) from the Nanyang Technological University. He is currently a member of Temasek Junior College’s Advisory Board, Non-Resident Fellow of Sheares Hall at the National University of Singapore, and member of the ACE Startup committee of SPRING Singapore. Other appointments previously held included EXCO member of NUS Computing Alumni Assocation, founding vice chairman of the Singapore Bhutan Foundation, EXCO member of the Singapore IT Federation E-Learning Chapter, TJC Alumni President and member of Naval Base Primary School Advisory Committee. Mr Yee has received various awards, including Excellence in eLearning from the World Education Congress, Distinguished Alumnus Award from Temasek Junior College and Service to Education from the Ministry of Education, Singapore.

Ngoi Peck Yong     

Chief Curriculum Architect of The Learning Grid

Sharon is active in the education sector, most notable of which is being the co-founder of ASKnLearn, looking after the teaching and learning processes and resources for both the pre-school and school-aged students. As Education Director and Chief Curriculum Architect of ASKnLearn from 2000 – 2009, Sharon had managed, planned and produced thousands of hours of printed and interactive online materials mapped to a variety of curriculum used in Singapore and overseas for student, teacher and corporate training. She also pioneered various ASKnLearn’s ICT training and enrichment programmes for students. Since leaving ASKnLearn, Sharon has started new ventures in the education industry.

Sharon has been an educator since 1990. She was the Head of Department in a primary school before becoming an accreditated pre-school teacher trainer. Since 1996, Sharon has worked on various curriculum as consultant for several interational organisations that has been used by hundreds of thousand of students. Presently, she is an Adjunct Lecturer at Temasek Polytechnic Early Childhood Department.

Sharon graduated with a Bachelor of Science degree from the National University of Singapore, Post Graduate Diploma in Education and Masters in Education from the National Institute of Education, and International Diploma in Children Studies from Edith Cowan University.
